I was able to speak to an ATT representative who put in an inquiry to their engineering team about my address not being listed as fiber eligible, and they got back to me today saying that it was a mistake in their database that has now been corrected.With me they buried the lines in front of my house on Jan 25th and I wasn't able to get fiber until May 18th.
